The vote was won by men and women who offered their lives in battle. Don't waste their sacrifice. Every election is democratic: vote to keep America democratic and free. Even this election in Munday is important. The future welfare of the city of Munday rides on your vote.

Exercise your voluntary right to vote

A vote, is an individual’s act of voting, by which he or she express support or preference for a certain resolution, a certain candidate, or a certain selection of candidates. A secret ballot, the standard way to protect voters’ political privacy, generally takes place at a polling station. The act of voting in the United States is voluntary, however, some countries, such as Australia, Belgium and Brazil, have compulsory voting systems.

The word poll is from polle (hair of the head), from Middle Low German or Middle dutch pol (head, top). Poll, as used to mean "collection of votes", was first recorded in 1625, from the notion of "counting heads."

Saturday, May 10, Munday citizens who are registered to vote will have an opportunity to exercise their voluntary right to vote. They will enter the polls for the purpose of marking a ballot for or against a 1/4 of one percent increase in city sales and use tax. Also, voters will choose two of the three candidates listed on the ballot to fill two vacancies on the city council. The number of ballots should equal the number of heads of voters who go into the voting booths. Bald voters are asked to wear head cover in order not to confuse the workers as they count heads of hair. If you do not understand this instruction, go back and reread the second paragraph.

Why are we saying so much about this election? By marking FOR the increase in our city sales and use tax, you citizen are voting for a life-extending transfusion into the veins of Munday. The proceeds of this tax offers Munday an opportunity to benefit and accomplish the public purposes of the City for the financing of projects for the promotion and development of commercial, industrial, and manufacturing enterprises and to promote and encourage the health, safety, and public welfare.

With the passage of this proposal, the Munday Economic Development Corporation (MEDC) would be established to manage the work of the new organization. MEDC would also be called a 4B Corporation as stated in the Development Corporation Act of 1979 and Article 5190.6, paragraph 4B, Revised Civil Statutes of the State of Texas as amended.

MEDC would have its own board of directors, appointed by the Munday City Council. However, MEDC would be a separate organization from the city.

If you are thinking about starting a business or expanding your existing business, MEDC could help. Small business could become an important sector of the Munday economy and MEDC could be the driving force behind our future economic success as a community.

MEDC, could foster the creation of a favorable climate for new and improved job opportunities by encouraging the development of business, industry, retail and tourism. MEDC would be committed to offering new businesses a foundation of economic growth with small town charm which, along with it’s quality of life, could make this a community of opportunity:
· Recruit new businesses
· Help existing businesses expand their operations
· Propose and analyze the impacts of incentive packages
· Assist businesses identify and connect to available resources at the local, state and federal levels

MEDC would be a nonprofit organization and would fund its operation and activities with the 1/4 of one cent sales tax. The Section 4B tax is intended to give communities an opportunity to undertake a project for quality of life improvements, including economic development that will attract and retain primary employers. Cities may use money raised by this sales tax for a wide variety of projects including land, buildings, equipment, facilities, expenditures and improvements related to projects defined in Section 2 of the Act (same uses as authorized for §4A) or found by the board of directors to be required or suitable for use for:
· professional and amateur sports (including children’s sports) and athletic facilities; tourism and entertainment facilities; convention and public park purposes and events, (including stadiums, ballparks, auditoriums, amphitheaters, concert halls, parks and open space improvements, museums, exhibition facilities);:
· related store, restaurant, concession, parking and transportation facilities;
· related street, water and sewer facilities; and
· affordable housing.

In an effort to promote and develop new and expanded business enterprises that create or retain primary jobs, the town could provide economic development assistance for job training, recycling facilities, land, buildings, equipment, facilities and improvements, public safety facilities, streets and roads, drainage and related improvements, demolition of existing structures, general municipally owned improvements, maintenance and operating costs associated with projects, and any other project that the board determines would contribute to the promotion or development of new or expanded business enterprises that create or retain primary jobs.

How much is 1/4 of one percent? One percent of one hundred dollars is one dollar. One fourth of one dollar is twenty-five cents. So if you spend $100 on taxable merchandise, this new tax would cost you only twenty-five cents. That is small compared to the rest of the tax you would be paying. The passage of this tax could bring around $20,000 a year into the life of Munday in some way. And more as the MEDC does its work.
